Why can customers use cell service upon landing, but not while the aircraft is taxiing before takeoff?

Cell phones must be turned off or placed in the device’s airplane/game mode after the main cabin door has been closed and remain that way until the aircraft has landed. The Federal Communications Commission (FCC) does not permit the use of cellular network services, including cellular data use, during flight.
