Charter Fundamentals

Defining your group is important in determining whether you will need to follow certain regulations. Charters are defined as Public or Private Charters. Private Charters includes: Affinity (pro-rata) or Single Entity.

Public Charters

If the charter trip will be offered  for sale or awarded as free transportation to the general public, US Department of Transportation regulations need to be followed (14 CFR Part 380). For more information and guidelines on operating Public Charters, visit the DOT website.

Private Charters

  • Affinity Charter — Affinity (pro rata) charter means a charter arranged by an organization on behalf of its membership, and which meets the requirements of US DOT Regulations 14 CFR Part 212.5.
  • Single Entity Charter — A charter the cost of which is borne by the charterer and not by individual passengers, directly or indirectly.
